STEP 5 THE EUROPEAN COUNCIL

In 1974 there were important changes in government in France and in Germany. The new French president Valery Giscard d'Estaing and the new German chancellor Helmut Schmidt established excellent mutual understanding and dominated the EC for the next six years.
