STEP 3 THE ESTABLISHMENT OF THE CUSTOMS UNION AND THE COMMON AGRICULTURAL POLICY (CAP)

The Hallstein Commission was very active in promoting integration and easily persuaded the Council of Ministers to agree to an acceleration of the timetable for the achievement of a customs union. Both commissioners and politicians agreed that a customs union would prevent any return to the disastrous national protectionism of the interwar period and would encourage economic expansion by creating a large internal market for European producers.
