Step 1. Identifying the Councils

This unit is devoted to the most intergovernmental part of the EU institutional machinery – the Councils. You will first learn to identify the EU Councils correctly and familiarise yourself with their composition, tasks, and the processes of decision-making. You will particularly focus on the EU Council voting procedure as well as on the way in which a consensus can be achieved among the 28 EU Member States. Lastly, some attention will be drawn to a very characteristic institution of the Presidency in the Council and its role in the smooth functioning of the EU political agenda.
